With Tim's comments about CGC / grading in mind: one of the factors that plays a part in the 'low Census count' on Cerebus / Aardvark titles is simply the low demand for issues even in a 9.8 grade.
Getting an issue graded / slabbed is of course an additional investment in the owner's cost of that issue, and the great majority of Cerebus / Aardvark titles don't warrant the investment because the sale value is hardly above, if not outright below, the cost of grading.
CGC does allow for pre-screen submissions: set the grading bar where you want (say, 9.4 or higher); they will pre-screen the submitted issues and then only the EXPECTED 9.4 and higher issues go into the grading pipeline.
The submitter pays a lower fee for the pre-screens (and is not informed of the 'grade') and then full fee for the processed issues.
Of course I'm sure Tim is already aware of these dynamics; I just wanted to post another comment....
