The penguins name is Topper or Waffler, from the Rankin and Bass Christmas animated show, "Santa Claus Is Coming to Town". Long before The Boss did it.
Topper ran into several nefarious types, including "Burgermeister Meisterburger".
So,I think that we gotta go with Topper. He's the uppermost of the Toppermost.
The penguin's name should be:
The Mighty Quinn, the sanguine penguin
With a tip of the hat to Bob Dylan, of course.
