how does he get the white on black word balloon lettering to happen?

Brian Payne replies:
"Johnny, as Todd Klein once explained on his lettering blog... "Dream's white-on-black lettering was not actually lettered that way by me, but was lettered normally (black on white), then a reverse or negative photostat was made of the lettering in DC's production department and pasted over my lettering for each of Sandman's balloons." I have to think this is the same "trick" Dave used albeit willingly admit that I cannot say for sure with any degree of certitude."

Here's an image of a negative. On top it appears as a "positive", on the bottom as it appears in person. See the squiggly lines on top and bottom of the text? Those were made by the technician working for the printer. After reversing the lettering, they pasted it up on top of the original artwork, and then photographed it. And then they scrubbed out the cut-lines with an exacto knife, to make sure they didn't reproduce.
Some of the artwork was done this way occasionally too. The lion sequence in Form and Void has a few instances of it.
Here you go (see below). Reverse lettering AND reverse artwork. In this case the technician covered the cut line with a marker before shooting the artwork (and likely still had to shave it off the negative afterward!)

Note that SOME of the reverse is "real"-- done with an exacto blade by Dave, on the original artwork.
