Rejected Plot Point After the Summit

A few years ago I scanned all of Dave Sim's notebooks. He had filled 36 notebooks during the years he created the monthly Cerebus series, covering issues #20 to 300, plus the other side items -- like the Epic stories, posters and prints, convention speeches etc. A total of 3,281 notebook pages detailing his creative process. I never really got the time to study the notebooks when I had them. Just did a quick look, scanned them in and sent them back to Dave as soon as possible. So this regular column is a chance for me to look through those scans and highlight some of the more interesting pages.

For the last couple of weeks we’ve been looking at pages from Dave Sim’s fifth Albatross, aka the notebook he used while working on Cerebus. Today, I’m skipping a couple pages of the Lord Julius, Leonard, and Cerebus dialogue from Summit Enchanted Evening (Cerebus #46) and looking at page 32:

Yup, at the top of the page is the listing for the titles to the individual issues of High Society, one is Cerebus #26, two is Cerebus #27, etc. The original titles that Dave wrote down for 23 was ‘Accelerations’ and #24 was ‘Squeezes’. Instead he switched it to ‘Upstairs Downstairs’ and ‘The Last Stand’.

Dave said this one the list "Quite an achievement - this was the first time I could write out ALL of the titles for the High Society issues in order. The first toehold on issue 50."

Then below it is some crossed out text that Dave stated was a “rejected plot development after the summit”:
Blakely and wishing to register his protest in the strongest possible terms to the complete disregard evinced by the administration for the scared treaty "signed by my ancestor[,] pledging eternal peace between Iest and Lower Felda."
Cerebus: (looks both ways)
Cerebus: [speaking confidentially] You're right[,] you know.
Blakely: I am?
Cerebus: We're pulling out of Lower Felda.
Blakely: Well, I'm glad I could be of service.

When was this page written? Did Dave have all the titles of the issues first?
